Harriman played a pivotal role in great power politics during the Second World War. From 1941 to 1942 Harriman arranged the Lend-Lease program and was present at the meeting which yielded the Atlantic Charter. From 1943 to 1946 he served as United States Ambassador to the Soviet Union. Peace with Russia is based on his reflections of Russia on his 1959 visit, focusing especially on the changes in the regime with the death of Stalin and ascendancy of Khrushchev.
